Introduction to Overseas Edition of People’s Daily
Founded on July 1st, 1985, People’s Daily Overseas Edition, originally an institutional newspaper of Central Committee of the Chinese Communist Party, is the most influential and comprehensive Chinese daily newspaper in introducing China. In a prompt and accurate manner it reports daily China central government’s policy and China’s reform and modernization; addresses hot issues in society; introduces politics, economics, technology, education, culture as well as provides useful information and consultancy both inside and outside China.

Introduction to China Society for Strategy & Management Research
China Society for Strategy & Management Research (“CSSM”), is a top-level comprehensive organization for strategy research under the jurisdiction of the former System Reform Office of the State Council. CSSM offers decision making support consulting and policy-making with national impact. It has built good relationships with foreign government agencies, academic groups, and non-governmental organizations. Globally known as the “China think-tank on strategy”, it plays an important role in the field of non-governmental bilateral affairs.
Xiao Ke, the State founding General serves as Honorary Chairman of CSSM, and Gu Mu, former Premier acts as its Chairman. Senior advisers include Wang Daohan, Yuan Baohua, Du Runsheng, former Australian Premier Hawke, former Philippine President Ramos, and former Japanese Prime Minister Hata Tsutomu, etc. Presently, CSSM has more than 400 research fellows in its research teams, with 130 over research topics. It has built extensive cooperative relationships also with overseas and Chinese top political, economic and academic elite.
CSSM promotes the social reform and progress through legislative proposals. It had important effects on China’s reform of the legal system and contributed to the further development of the political system. It initiated several activities for protection of famous historical & cultural cities in Beijing and China, which have had an impact across China and in the world.
Main tasks of CSSM:
·Conducting research on economic, technological, cultural and educational, security, and development of strategic theories, as well as various management theories ;
·Carrying out international academic exchange, developing cooperative relationships with government agencies, academic groups and non-governmental organizations concerned ;
·Editing and publishing relevant academic monographs and information, popularization of domestic and foreign research on strategy and management theories;
·CSSM is open to the outside world, is willing to conduct fruitful cooperation with overseas and Chinese peers in the fields of economy, science and technology, education, culture, world peace and international social development so as to jointly boost the prosperity and development of China’s modernization drive and make contribution to the Asian Region and the world progress in general.
II. Background Information
1. China is entering a high-speed development stage of urbanization process.
2. By 2010, China’s urbanization level will reach 55-60%, and about 300-350 million new urban population will need residential houses, office houses and matching facilities of public welfare. In 2003, China’s investment in urban construction and development registered RMB 1015.4 billion, up by 30.3% over the previous year, accounting for 8% growth. In the next five years, at an average annual growth rate of 7%, the investment in urban construction and development in the hinterland of China will reach RMB 3580 billion. It’s predicted that, only from 2004 to 2010, the total demand for residential houses in China will reach 34.668 billion square feet, with an annually average growth rate of 12% over to meet the demand. This growth rate is far greater than that of GDP.
3. China is one of the world largest countries. We are carrying out the industrialization and urbanization process on a historically largest scale ever, which is also causing severe threat of the ecological environment. Over the past 50 years, China’s population doubled, with the living space becoming half size.
4. We produce the globally most microwave ovens, fridges, TV sets, consume the globally most coal, copper, tin, zinc, platinum, steel and secondly most petroleum. The per-capita possession of arable land is 1/2 of the world average level, that of fresh water, 1/6 of the world average level, that of grass land, 1/2 of the world average level. Five years later, 24 of 45 sorts of major minerals in China will maintain their existing reserves, and fifteen years later, only 6 of them will do so. 1/3 of land is eroded by acid rain. 41% of the water in seven leading rivers is of class-V bad quality. The annual frequency of coastal red tide quadruples the number 20 years ago. 1/4 of population drinks below-grade water. 1/3 of urban population breathes severely polluted air. Less than 20% of urban garbage is disposed without public pollution. Only 32% of industrial dangerous waste is disposed. Of the 10 cities most severely polluted in the world, five are in China. Of the nearly 30000 varieties of higher plants in China, at least 3000 varieties are in threatened conditions or almost become extinct. More than 200 kinds of animals are on the verge of extinction. Among the top 20 countries in respect of the varieties of threatened animals, China ranks 4th in respect of mammals, 4th in respect of birds, 2nd in respect of reptiles, 5th in respect of threatened fish, and 5th in respect of threatened fresh water fish.
As everyone knows, the Planet Earth, which human beings live on, has a fragile ecological system, which is alive. The system keeps its balance through the flow of substances and energy in the food chain system. Such ecological balance is represented by relatively steadiness of the number of varieties of living things. The more diversified the livings things are, the more stable the ecological system is. Each kind of animal in the eco-sphere maintains its balance and steadiness of its own ecological system. However, such balance and steadiness are often broken due to the influence of the man’s living and productive activities. The existence of some wild life is threatened, even in severe danger or on the verge of extinction. Any change in a certain section or part of the ecological system will influence the entire ecological system, though some influence will be only seen after a long period of time.
Today, along with the economic development and social advancement, the voice to protect the nature and wildlife is increasingly higher. The concept of animal protection is deep into the people’s heart and awareness. People have realized the significance of animals and plants. Illegal and excessive wildlife hunting and killing will not only destroy the environment, but also destroy the man himself, finally. It has always been the dream of the human civilization that humans and animals live harmoniously together and maintain the ecological balance. Along with the process of urbanization, to maintain the ecological balance, also becomes a significant task that needs to seriously be considered.
5. International capital has been expecting the construction market of China for a long time. It’s an unarguable fact that the market capacity and value added space have become greater.
Subject to the WTO agreement, from 2004 onwards the Chinese government began to allow foreign business to establish wholly foreign-funded real estate enterprise to join China’s urban construction. Meanwhile, Sino-foreign real estate joint ventures and cooperative real estate enterprises will enjoy a “national treatment”. The macro regulation and control by Chinese government have supported its redemption of WTO commitment, making its policy more and more stable, its market more and more transparent.
International consortia and international capital are paying close attention to it and begin to step into Chinese urban construction market.
In the course of rapid development of China’s urbanization drive, many unreasonable things happened due to absence of scientific philosophy of modern urban functions and absence of urban development strategy and planning concepts complying with the situation of China. Such fact has badly impacted the sound development of China’s urbanization drive.
In the urbanization drive, it is an effective way to guide the real estate enterprises to develop Chinese real estate in the light of market economy mechanism. Chinese real estate sector is a rising sector established after China’s reform and opening up. For a long time, Chinese real estate sector has been severely short of enterprise’s own funds, and excessively relying on bank loans. Data show that now, more than 70% of funds in Chinese real estate development enterprises come from bank loans. The percentage of bank loans in many large real estate enterprises is even higher than 80%. Therefore, how to accelerate the pace of China’s urbanization drive through the process of cooperation with international capital groups and international capital market financing channels are issues attracting the attention of both China and foreign countries. At the same time, how to manage the international capital when they join China’s urbanization drive, is also a major problem for China to solve urgently.
In short:
China’s urbanization needs to combine the Chinese situation, walk the cities development path;
China’s urbanization needs to introduce scientific development concepts for modern urban functions;
China’s urbanization needs to introduce concepts of overall harmony between human, economic benefit and ecological protection;
China’s urbanization needs effective joining of international capital;
“China Strategy Forum” launches the “China Strategic Development of 21st Century Urbanization” for the first time, aiming to
seek for sound development of China’s urbanization drive and the cooperation with international capital groups.
III. Objectives of the Forum

investment enterprises to express their views on investment in Chinese urban construction market.
·The Forum will roll out scientific thoughts and suggestions brought by ecological culture to the sound development of
China’s urbanization.
